用BEING做B动词表示一种持续性的状态，即去年有一场持续了很久的洪水。如果用WAS我觉得也没错，但是意思就是“去年有一场洪水”，无法突出洪水时间之长并由此和下句的庄稼遭受了大面积的破坏想呼应---洪水持续了好久，破坏极其严重。
