1.的确有be seen to do sth,那是因为用不定式做感官动词的宾语补足语并用在主动句中时,不定式的符号to会被省略.但是如果句子变成被动语态后,则此to必须加回来.
如：I saw him enter the room.= He was seen to enter the room (by me).
2.但是关于感官动词find,它有一个怪异的特点,即它之后的使用非谓语形式的宾补一般不能用（不带to）不定式,而一般只能使用动词的过去分词或现在分词.
即一般只有：find sb/sth doing sth或find sb/sth done,而没有find sb/sth do sth.
所以,变成被动句之后,也没有be found to do sth,一般只有be found doing sth或be found done.
3.这个用语法不好解释,楼主记住就是了.

后面是被动句，意为被发现在厨房吸烟。
这个短语的原型是：
find sb/sth doing sth
He was seen to也是被动，还原为：see to somebody/something

不可以，这就是接动名词和不定式的区别……
固定搭配，find+doing sth，只能够接动名词做宾语
